For the sake of this email, when the term power leveling is used it's not meant as the power leveling that is warned about in the maple tips that show up. That kind of power leveling involves paying someone real money (usually via a site) to level a character for you. All you have to do is give them your account information. Many of those sites are scamming sites to begin with and the way they level, if they do what they claim, is dubious at best.
The power leveling explained here is 100% legitimate. The basic concept is the fact that you buy/collect a lot of potions go to the best training spot for your damage and skills to defeat monsters. When your hp or mp runs low, you just use a potion and keep going. There is no waiting at a safe place for your hp or mp to recharge slowly. If you really want to level fast and they are available on the version of Maplestory you play on, then you could also buy a 4 hour 2x experience card and try to use as much of this time as possibly just fighting.
Of couse the basics of how to power level are only part of it, knowing where to train is another part. This depends on both your level, damage, whether or not you wish to train in a party and what areas are available on the version you play on. Usually, irregardless of the version you play on, until levels in the mid 70s, you will usually want to choose monsters that you can frequently defeat in one to two hits.
There is also the option for lower levelled people(mainly those between levels 10 to 30) to use the Orbis exchange quest to level quickly. Though they aren't always easily available to buy in the free market nor are the quest items dropped from monsters that characters in this level range can usually defeat. It can be a very fast way to level up to the mid 20s.
Then there is the option for buying leech. You pay someone (Nexon has made a statement paying for this in mesos is legitimate in their eyes) to party with you and do the fighting for you. All you have to do is sit back and gain the easy experience. With the exception of leeching from Anego and bigfoot(where available), leeching is usually for those level 75+.
These, of course, all use more mesos than you would normally gather while training. Meaning you would need a good way to make mesos.
